People’s Water Forum Statement on the UN 2026 Water Conference

We raise concerns about the direction of global water governance following the new UN appointment

As the People’s Water Forum, we have released a critical declaration regarding the appointment of the Special Envoy of the Secretary-General of the United Nations for Water.

In this declaration, we express our **concerns—shared by social movements, communities, and organizations from around the world—**about the potential implications of this appointment for global water governance and for the effective protection of the human rights to water and sanitation. We raise key questions about the mandate, independence, and accountability mechanisms of the newly appointed Special Envoy, Retno L. P. Marsudi.

We also denounce the incidents affecting water defenders that took place during the 10th World Water Forum, held in Bali in May 2024, and situate these events within a broader context of shrinking civic space and the criminalization of the defense of water.

We reaffirm that water and sanitation are fundamental human rights and common goods, and we warn of the risk that international water governance processes may move away from a human rights–based approach in favor of multi-stakeholder models that do not ensure the central role of rights holders.

We have formally addressed this declaration to the Secretary-General of the United Nations, António Guterres, as well as to United Nations agencies and international institutions involved in water governance.

This position takes on particular relevance in the context of the upcoming Third United Nations Water Conference, which will take place in the United Arab Emirates from 2 to 4 December 2026. At this critical moment, we insist on the need to place the voices of affected communities, transparency, and accountability at the center of global water governance debates.

EWM Final Declaration - Girona Annual Meeting 2025

Girona, 8 December 2025

The EWM Annual Meeting 2025 came at a particularly critical moment, marked by deregulation processes promoted by the European Commission, growing pressure on water resources, and increasing frequency of prolonged droughts and floods. This context coincides with a key preparatory year for the third UN World Water Conference (December 2026), where Member States will need to define their positions and commitments.

This scenario is further complicated by the rise of far-right political forces across Europe, which drives deregulation and threatens fundamental rights such as universal access to water, recognized by the UN General Assembly and enshrined in the Drinking Water Directive.

In this context, the Girona meeting offered a platform for analyzing the impacts of European policies on water management and for developing strategies to defend water as a common and a fundamental human right. The event featured international, European, and national experts, providing critical and rigorous insights into current water-related challenges.

During the Girona meeting, held from 5 to 7 December, the European Water Movement (EWM), raised serious concerns regarding the negative consequences of the revision of the Water Framework Directive (WFD) announced by the European Commission on 10 December 2025, arguing it’s an obstacle for projects’ permitting such as mining projects. One of the main objectives of the meeting was to analyse the proposed deregulation of EU water-related legislation, both in terms of legislative amendment and financing mechanisms.

Social organisations call for the Water Framework Directive to be maintained following the European Commission's announcement of its review

The European Water Movement (EWM) warns of the negative consequences of the revision of the Water Framework Directive announced by the European Commission on December 10 at the Environmental Omnibus Package press conference.

Last weekend, from December 5 to 7, Girona hosted the EWM's Annual Meeting. One of the objectives was to analyse the proposals to deregulate European Union rules on water management, both in terms of derogations and financing.

“Without this common legal framework, any guarantee of the good ecological and chemical status of water bodies of the Europe Union disappears,” warn EWM members. The Water Framework Directive is the vital pillar of all European water policy, which is why they are calling on MEPs to defend the Directive and its current standards.

The EWM denounces the European Commission's drift, “giving in to mining and industrial lobbies with individual interests that threaten the right to a healthy environment and the public health of all European citizens.” The organisations point out that the European Commission has repeatedly stated its support for the Human Right to Water and Sanitation, following the nearly 2 million citizens who supported the first European Citizens' Initiative (ICE Right2Water) calling for the recognition of the right to water.

Focus on Portugal

The Água é de todos campaign defends public water. To this end, in 2013 it launched a legislative initiative of citizens, «Protection of Individual and Common Rights for Water», signed by more than 44 thousand citizens, with a view to consecrating the right to water and preventing privatization. The project was rejected twice in Parliament, in 2014 and 2017. Only the PCP, BE, PEV MPs, joined in 2017 by those of the PAN, voted in favor. Therefore, the message of Água é de todos will continue to focus on the consecration and implementation of the human right to water, against the water trade.

Focus on Ireland

Despite several years of campaigning against the installation of residential water meters and against domestic water charges, the right2water Ireland campaign did not achieve in 2017 either the final cessation of the installation of meters, the abolition of charges which were just postponed, or the end of Irish Water. Moreover, the referendum to prevent the privatisation of water services has still not been held despite the unanimous support of the Irish Parliament. On the contrary, domestic water charges resurfaced in 2019, residential water meters continue to be installed and Irish Water is increasingly contracting out to the private sector, resulting in a deterioration of water infrastructure and water quality. A strong campaign for the right to water and democracy is more necessary than ever.

Focus on Greece

With the beginning of the Greek economic crisis, the publicly controlled water companies of Athens (EYDAP) and Thessaloniki (EYATH) were among the assets which were to be privatized according to the deal between the Greek government and its creditors.

After 2,5 years of struggle by groups in Athens (Save Greek Water) and Thessaloniki (Movement 136, Water Warriors, Soste to nero), two major events forced the government to stop. The one was the popular referendum in Thessaloniki (18 May 2014) where 98% of Thessalonians voted against the privatization of EYATH and the second was the Council of State decision 1906/2014 which ruled that the privatization of EYDAP is unconstitutional.

But the third memorandum deal pushes again for the privatization of water services. In the latest privatization plan there is a provision for the sale of 11% of EYDAP and 23% of EYATH (leaving just the 50% plus one stocks to the State) and there is a push for including the two companies in their entirety to a “superfund” which “does not belong to the public or broader public sector”.
